Bio

Phil is a seasoned law enforcement professional with 27 years of dedicated service and brings knowledge and expertise to the field. Holding a Master’s and bachelor’s degree in Public Administration from the University of San Francisco, Phil possesses a strong academic foundation that complements their extensive practical experience.

As a retired Police Lieutenant, Phil has a proven track record of leadership and a deep understanding of law enforcement operations. They are a distinguished POST-certified Master Instructor, recognized for their ability to impart essential skills and knowledge to the next generation of officers. Additionally, Phil is a subject matter expert in police field training, contributing significantly to developing and enhancing law enforcement training programs.

Phil is also a facilitator at the Sherman Block Leadership Institute, where they have helped shape the leadership abilities of first-line supervisors throughout the state.
