Biography:

Phil is a former law enforcement leader with 27 years of service, retiring as a Police Lieutenant. He holds both a Master’s and a Bachelor’s degree in Public Administration from the University of San Francisco and brings a wealth of leadership and operational expertise to higher education.

Throughout his career, Phil led teams across various assignments, including patrol, professional training, and internal affairs. He is a POST-certified Master Instructor and a recognized subject matter expert in police field training, contributing to the development of training standards statewide.

Phil previously served as a facilitator with the Sherman Block Supervisory Leadership Institute (SBSLI), where he mentored hundreds of first-line supervisors across California. He focuses on developing ethical, capable leaders in public safety and public policy.
